The National Weather Service in Sterling Virginia has issued a

* Flash Flood Warning for...
  East Central Baltimore County in northern Maryland...
  Southwestern Harford County in northern Maryland...

* Until 745 PM EDT.

* At 443 PM EDT, Doppler radar indicated thunderstorms producing 
  heavy rain across the warned area. Between 1 and 2 inches of rain 
  have fallen and an additional 1 to 2 inches are expected within 
  the next hour. Flash flooding is ongoing or expected to begin 
  shortly.

  HAZARD...Flash flooding caused by thunderstorms.

  SOURCE...Radar.

  IMPACT...Flash flooding of small creeks and streams, urban
           areas, highways, streets and underpasses as well as
           other poor drainage and low-lying areas.

...FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 745 PM EDT THIS 
EVENING FOR EAST CENTRAL BALTIMORE AND SOUTHWESTERN HARFORD 
COUNTIES...

At 555 PM EDT, Doppler radar indicated around 2 to 5 inches of rain 
have fallen across most of the warned area within the last couple 
hours. Excess runoff from the heavy rain will lead to flash 
flooding. The Harford County 911 Center reported around a foot of 
flowing water in Joppatowne around Joppa Farm Road and Barksdale 
Road. Additional rainfall amounts up to one inch are expected within 
the next hour.
