The National Weather Service in Grand Junction has issued a

* Flash Flood Warning for...
  The Elk Burn Scar in...
  Central Rio Blanco County in northwestern Colorado...

* Until 415 PM MDT.

* At 223 PM MDT, Doppler radar indicated thunderstorms producing 
  heavy rain over the Elk Burn Scar. The expected rainfall rate is 1 
  to 1.5 inches in 1 hour. Flash flooding is ongoing or expected to 
  begin shortly.

Excessive rainfall over the burn scar will result in debris flow 
moving through the drainages on the burn scar. The debris flow can 
consist of rock, mud, vegetation and other loose materials.

  HAZARD...Life threatening flash flooding. Thunderstorms
           producing flash flooding in and around the Elk Burn
           Scar.

  SOURCE...Radar.

  IMPACT...Life threatening flash flooding of areas in and around
           the Elk Burn Scar.

* Some locations that will experience flash flooding include...
  areas near the burn scar including areas near State Highway 8. 

This includes the following streams and drainages...
  North Elk Creek, Cottonwood Creek, Miller Creek, Coal Creek, Lone 
  Tree Creek, Big Beaver Creek, Dry Creek, Little Beaver Creek and 
  East Beaver Creek.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

This is a life threatening situation. Heavy rainfall will cause 
extensive and severe flash flooding of creeks...streams...and 
ditches in the Elk Burn Scar. Severe debris flows can also be 
anticipated across roads. Roads and driveways may be washed away in 
places. If you encounter flood waters...climb to safety.

Move away from recently burned areas. Life-threatening flooding of 
creeks, roads and normally dry arroyos is likely. The heavy rains 
will likely trigger rockslides, mudslides and debris flows in steep 
terrain, especially in and around these areas.

...FLASH FLOOD WARNING FOR THE ELK BURN SCAR REMAINS IN EFFECT UNTIL 
415 PM MDT THIS AFTERNOON FOR CENTRAL RIO BLANCO COUNTY...

At 341 PM MDT, Doppler radar indicated thunderstorms producing heavy 
rain over the Elk Burn Scar. Between 0.3 and 0.6 inches of rain have 
fallen. Additional rainfall amounts of 0.1 to 0.2 inches are 
possible in the warned area. Flash flooding is ongoing or expected 
to begin shortly.

Excessive rainfall over the warning area will cause mud slides near 
steep terrain. The mud slide can consist of rock, mud, vegetation 
and other loose materials.

HAZARD...Flash flooding and debris flow caused by thunderstorms
         in and around the Elk Burn Scar.

IMPACT...Flooding of areas in and around the Elk Burn Scar.

Some locations that will experience flash flooding include...
  Areas near Highway 8 where debris flows have been reported by law 
  enforcement.

This includes the following streams and drainages...
  North Elk Creek, Cottonwood Creek, Miller Creek, Coal Creek, White 
  River, Lone Tree Creek, Big Beaver Creek, Dry Creek, Little Beaver 
  Creek and East Beaver Creek.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Mud flow have been reported along State Highway 8. Roads and 
driveways may be washed away in places. If you encounter flood 
waters...climb to safety.

enforcement agency. Flooding is no longer expected to pose a threat. 
Please continue to heed remaining road closures.

A Flood Watch remains in effect until 1200 AM MDT Sunday for 
portions of Colorado and Utah.
