The National Weather Service in Lubbock has issued a

* Flash Flood Warning for...
  Northwestern Castro County in the panhandle of Texas...
  Parmer County in the panhandle of Texas...

* Until 130 AM CDT.

* At 1127 PM CDT, numerous thunderstorms were producing heavy rain 
  across the warned area. Up to 1.5 inches of rain have fallen. 
  Additional rainfall amounts of 1 to 2 inches are possible in the 
  warned area. Flash flooding is ongoing or expected to begin 
  shortly.

  HAZARD...Flash flooding caused by thunderstorms.

  SOURCE...Radar.

  IMPACT...Flash flooding of small creeks and streams, urban
           areas, highways, streets and underpasses as well as
           other poor drainage and low-lying areas.

* Some locations that will experience flash flooding include...
  Friona, Bovina, Farwell, Summerfield, Black, Oklahoma Lane, Easter 
  and Lariat.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, dont drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the 
dangers of flooding.

...FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 130 AM CDT EARLY THIS 
MORNING FOR NORTHWESTERN CASTRO AND PARMER COUNTIES...

At 1249 AM CDT, thunderstorms were decreasing in coverage over the 
warned area, however runoff from earlier heavy rains will continue 
to produce flash flooding. Up to 1.58 inches of rain fell in Friona. 
Additional rainfall amounts up to 0.2 inches are possible in the 
warned area which will prolong flash flooding concerns through 130 
AM.

HAZARD...Flash flooding caused by thunderstorms.
