The National Weather Service in Upton has issued a

* Flash Flood Warning for...
  Northern Bergen County in northeastern New Jersey...
  Rockland County in southeastern New York...
  Central Westchester County in southeastern New York...

* Until 845 PM EDT.

* At 550 PM EDT, Doppler radar indicated thunderstorms producing
  heavy rain across the warned area. Between 1.5 and 2.5 inches of
  rain have fallen. The expected rainfall rate is 1.5 to 2 inches in
  1 hour. Additional rainfall amounts of 1 to 2 inches are possible
  in the warned area. Flash flooding is ongoing or expected to begin
  shortly.

  HAZARD...Life threatening flash flooding. Thunderstorms producing
           flash flooding.

  SOURCE...Radar indicated.

  IMPACT...Life threatening flash flooding of creeks and streams,
           urban areas, highways, streets and underpasses.

* Some locations that will experience flash flooding include...
  New City, Ossining, Ridgewood, Monsey, Nanuet, Ramsey, Haverstraw,
  Nyack, Pearl River, Orangeburg, Upper Nyack, Spring Valley,
  Wyckoff, Glen Rock, Franklin Lakes, Hillsdale, River Vale, Waldwick
  and Valley Cottage.

Turn around, dont drown when encountering flooded roads. Most flood

...FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 845 PM EDT THIS
EVENING FOR NORTHERN BERGEN, ROCKLAND AND CENTRAL WESTCHESTER
COUNTIES...

At 712 PM EDT, Doppler radar indicated thunderstorms produced heavy
rain across the warned area. Radar has estimated between 2 and 4
inches of rain having fallen in the area. The heaviest rainfall has
moved northeast of the area, with rainfall rates decreased 0.5 inch
in 1 hour. Additional rainfall amounts of 0.5 to 1 inch are possible
in the warned area before coming to and end by 8pm. Several reports
of road closures and water rescues have been reported. Flash flooding
is ongoing, with rapid rises along streams and small rivers noted.

HAZARD...Life threatening flash flooding. Thunderstorms producing
         flash flooding.

SOURCE...Radar indicated.

IMPACT...Life threatening flash flooding of creeks and streams, urban
         areas, highways, streets and underpasses.

Some locations that will experience flash flooding include...
  New City, Ossining, Ridgewood, Monsey, Nanuet, Ramsey, Haverstraw,
  Nyack, Pearl River, Orangeburg, Upper Nyack, Spring Valley,
  Wyckoff, Glen Rock, Franklin Lakes, Hillsdale, River Vale, Waldwick
  and Valley Cottage.

Turn around, dont drown when encountering flooded roads. Most flood
deaths occur in vehicles.

If you are in a basement, be prepared to move to a higher floor.

Stay away or be swept away. River banks and culverts can become
unstable and unsafe.

Please report observed flooding to local emergency services or law
enforcement and request they pass this information to the National
Weather Service when you can do so safely.

The heavy rain has ended. Additional flash flooding is no longer
expected to pose a threat. Some continued rises are possible on area
small rivers and streams, but any additional flooding is expected to
be minor. Please continue to heed remaining road closures.
