* At 654 PM EDT, Doppler radar and automated rain gauges indicated 
  thunderstorms producing heavy rain across the warned area. Between 
  0.5 and 1.5 inches of rain have fallen. The expected rainfall rate 
  is 1 inch in 30 minutes. Additional rainfall amounts up to 1.5 
  inches are possible in the warned area. Flash flooding is ongoing 
  or expected to begin shortly.

  HAZARD...Flash flooding caused by thunderstorms.

  SOURCE...Radar and automated gauges.

  IMPACT...Flash flooding of small creeks and streams, urban
           areas, highways, streets and underpasses as well as
           other poor drainage and low-lying areas.

  Virginia Beach, Newport News, Hampton, Smithfield, Hampton 
  University, Churchland, Langley AFB, Old Dominion University, 
  Christopher Newport University, Ocean View, Downtown Norfolk, 
  Downtown Portsmouth, Patrick Henry Field, Norfolk State 
  University, Virginia Wesleyan University, Regent University, 
  Kempsville, Norfolk, Chesapeake and Portsmouth.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, dont drown when encountering flooded roads. Most flood 
deaths occur in vehicles.
