* Until 445 PM EDT.

* At 1232 PM EDT, Doppler radar indicated thunderstorms producing 
  heavy rain across the warned area. Between 2 and 3 inches of rain 
  have fallen. Additional rainfall amounts of 2 to 3 inches are 
  possible in the warned area. Flash flooding is ongoing or expected 
  to begin shortly.

  HAZARD...Flash flooding caused by thunderstorms.

  IMPACT...Flash flooding of small creeks and streams, urban

...FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 445 PM EDT THIS 
AFTERNOON FOR THE CENTRAL CITY OF CHESAPEAKE, THE CITY OF NORFOLK, 
THE CITY OF PORTSMOUTH AND THE CITY OF VIRGINIA BEACH...

At 238 PM EDT, Doppler radar and automated rain gauges indicated 
that heavy rain was falling, resulting in numerous flooded roads 
across the warned area. Between 2 and 5 inches of rain have fallen 
so far. Another band of very heavy rain is getting ready to pivot 
onshore near the Virginia Beach Oceanfront which will result in 
additional heavy rainfall and flooding impacts. In addition, with 
high tide approaching, water may have a more difficult time draining.

HAZARD...Life threatening flash flooding. Heavy rain producing
         flash flooding.

         urban areas, highways, streets and underpasses.
