The National Weather Service in Midland/Odessa has issued a

* Flash Flood Warning for...
  Southwestern Culberson County in southwestern Texas...

* Until 815 AM CDT /715 AM MDT/.

* At 416 AM CDT /316 AM MDT/, Doppler radar indicated thunderstorms
  producing heavy rain across the warned area. Between 0.5 and 1.5
  inches of rain have fallen in the past 1 to 2 hours. Additional
  showers and thunderstorms will continue to develop and move over
  the warned area. Flash flooding is ongoing or expected to begin
  shortly.

  HAZARD...Flash flooding caused by thunderstorms.

  SOURCE...Radar indicated.

  IMPACT...Flash flooding of small creeks and streams, urban areas,
           highways, streets and underpasses as well as other poor
           drainage and low-lying areas.

* Some locations that will experience flash flooding include...
  Van Horn, Plateau, Culberson County Airport, Lobo, as well as
  portions of Interstate 10, U.S. Highway 90, and State Highway 54.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, dont drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate route.

producing heavy rain across the warned area. Between 1 and 2 inches
of rain have fallen. Additional rainfall amounts up to 0.5 inches are
possible in the warned area. Flash flooding is ongoing or expected to
begin shortly.
